Dee L. Mewbourne, Ed.D.
CEO & Director, QNI | VADM, USN (Ret.)
Dee is currently the CEO of Quadrant Nuclear Industries, a startup company that aims to accelerate the expansion of advanced nuclear power technologies through strategic investments and partnerships. He teaches graduate-level public leadership at Princeton University and is a senior mentor for the Institute of Defense and Business. Additionally, Dee serves on numerous corporate and philanthropic boards as a director or advisor, including: Bold Ocean, Airspace Data, the Mary S. Peake Fellowship, the Naval Aviation Museum Foundation, and the Intruder Association.
A lifelong learner, Dee earned a BS from the U.S. Naval Academy, an MBA from Colorado State University, and his doctorate from Vanderbilt University. He completed the Navy’s nuclear power training program and multiple prestigious leader development courses and is a distinguished graduate of the U.S. Naval Test Pilot School. In addition to over 60 military decorations, Dee received the Carl Vinson Leadership Award (1979), Truman Foundation Leadership Award (2012), National Defense Transportation Association Leadership Award (2022), and Ronald N. Priddy NACA-CRAF Partners in Airlift Medal (2022).
In his spare time, Dee enjoys fitness, flying, sailing, and playing with his six beautiful granddaughters.
Steven J. Winston
Chief Technologist & Director

Founder and Chief Technical Officer of Transcending Incrementalism, a 501(c)(3) corporation dealing with global challenges in food security, public health prophylaxis against rapid transmission pathogenesis, and meaningful industrial adaptation towards mitigating climate change impacts.
Leader of international consortium to deliver nuclear medicine and radiopharmaceuticals to Lesser Developed Countries in Africa, MENA, and SE Asia.

Managed diverse large-scale design and construction projects ranging from disposition of transuranic wastes to building and starting up entire power plants and chemical processes. Oversight in excess of $1.5 billion of capital projects at any particular time.
Dr. Sean M. McDeavitt
Director, Quadrant Nuclear Fuels
He earned his Ph.D. from the Purdue University School of Nuclear Engineering where his research focused on uranium-10 wt % zirconium (U-10Zr) alloy nuclear fuel for the Integral Fast Reactor; this involved handling pyrophoric metal and hydride powders, processing samples at high-temperatures, and characterizing the behavior of U-10Zr. His professional career began at Argonne National Laboratory (ANL), where he worked from 1991 to the Fall of 2003. While at ANL, he earned an international reputation as a leader in nuclear materials research and development, especially in the areas of applied research for advanced nuclear fuel cycles, waste immobilization, and materials development for challenging environments.
Between 1999 and 2003, he was the Section Manager for the Materials Development and Pyroprocess Development Sections. In the Fall of 2002, he served as a Visiting Professor at Purdue University; this marked the beginning of his transition to academia. From August 2003 to August 2006, he worked at Purdue University as an untenured Associate Professor of Nuclear Engineering. He joined the faculty of Texas A&M University in the Fall of 2006 and has been a full professor of Nuclear Engineering since 2018.
In 2014, he became the Director of the Texas A&M Nuclear Science Center (NSC), which operates a 1 MW TRIGA reactor and a 5 W AGN-201M reactor. In 2019, the NSC was renamed to the Nuclear Engineering & Science Center (NESC) and Dr. McDeavitt became the director of the NESC reactors and nuclear science research laboratories as well as the Nuclear Power Institute (NPI), which is a center focused on STEM education and workforce development.
In September 2022, He became the Executive Director of NESC as he continued to position the reactor infrastructure and workforce development activities for further success. In May 2023, Dr. McDeavitt assumed the role of Associate Vice Chancellor for National Laboratories.
Nicholas A. Walton
Director, Operations & Finance
At QNI, Nick serves as the Director of Operations and Finance, where he oversees daily operations, product development, long-term strategic planning, and cross-functional execution. His leadership is aimed to build operational resilience and aligning growth initiatives with QNI’s financial objectives.
Before joining QNI, Nick built a strong foundation in institutional investment management and private equity, earning a unique investor's perspective on business growth, capital efficiency, and long-term value creation. He held roles at firms including The Boston Company Asset Management (BNY Mellon), Standish Mellon Asset Management (BNY Mellon), and Wellington Management Company.
Nick also held key chief operational and leadership roles across multiple startups and growth-stage ventures. In these positions, he scaled teams and cultures, built foundational systems, defined collaborative strategy initiatives, and played a central role in securing funding. His consistent ability to connect financial strategy with operational execution continues to be a cornerstone of his career. Known for a leadership style grounded on integrity, transparency, and principled leadership, Nick has built a reputation as a trusted partner to executive teams, boards, and investor networks.
Nick holds a B.A., magna cum laude, from Wheaton College (MA), an M.B.A. from the F.W. Olin Graduate School of Business at Babson College, and an A.L.M degree in Management and Operations from the Harvard Extension School.
Outside of work, Nick enjoys sailing, spending quality time with his two cherished children, and continually finding new ways to learn and give back.
David L. Grissino
Director, Design & Construction
At QNI, David serves as the Director of Design and Construction, where he oversees all aspects of project execution, including management of budget, schedule, general contractors, architects, engineers, and other consultants involved in the project. He also ensures all work aligns with project goals, timelines, and regulatory requirements.
Before joining QNI, David practiced as an architect and urban designer for large scale, multi-building institutional projects, provided regulatory review and development oversight for the Boston Redevelopment Authority, acted as Director of Capital Projects and Planning for Babson College, and served as the Senior Director for Design and Construction for the Milken Center in Washington D.C. He has been nationally and locally recognized for his work in design and planning, as well as his 20 years of community service on boards and committees in the communities where he lives and works.
David holds a Master’s in Architecture from the University of Pennsylvania and a Bachelor’s in Fine Arts from the University of Massachusetts.
Outside of work, David is an avid runner and has completed the Boston Marathon six times as part of a charity team for the Dana-Farber Cancer Institute. He loves spending time in the White Mountains of New Hampshire with his wife and three daughters.
Melissa M. Warner
Director of Engineering
Previously, she served as Senior Manager of Applied Uranium Technologies at Idaho National Laboratory, where she established and led a new department focused on uranium mining, enrichment, separations, waste-form and off-gas innovation, while managing major national initiatives and industry partnerships. She also led INL's Aqueous Separations and Radiochemistry department, overseeing multimillion-dollar DOE programs and coordinating work across national laboratories, federal agencies, and private collaborators in fuel cycled R&D.
Earlier in her career, she held roles at the Naval Reactors Facility and Puget Sound Naval Shipyard, specializing in radiological engineering of high-risk operations and nuclear incident response. She holds an M.E. in Engineering Management and dual B.S. degrees in Chemical Engineering and Chemistry from the University of Idaho.
Kortnee L. Johnson
Operations Manager
Before joining Quadrant, Kortnee spent over a decade managing office environments where she developed a strong foundation in organizational efficiency, executive support, and record management.
She later launched and successfully ran her own business, where she expanded her expertise in digital design, operations, and high-impact event planning.
Throughout her career, Kortnee has planned and executed a wide range of successful fundraisers, corporate meetings, and large-scale events—demonstrating her ability to manage logistics, budgets, and communications with precision and creativity.
Kortnee combines her entrepreneurial mindset with a deep commitment to operational excellence. She assists in implementing efficient systems and fosters a well-organized, professional environment that supports both day-to-day functions and long-term company goals.

Michael A. Wettlaufer
Advisor || Rear Admiral US Navy (Retired)
Commissioned in the U.S. Navy in 1986, he earned wings of gold in 1988, is a Navy Test Pilot School graduate (Class 104) and completed Navy Nuclear Power Training in 2008.
Prior to retiring after nearly 38 years in the Navy, Mike served as the 28th Commander, Military Sealift Command from June 2019 to September 2023, operating the nation’s largest fleet: 150+ government and commercially owned and operated vessels providing global logistics and special mission support to the Navy and Joint Force. His prior flag officer assignments included Commander, Carrier Strike Group 3 from August 2017 to June 2019 including an around-the-world deployment in 2018-2019, and he served as US European Command Deputy for Policy, Plans, Strategy, Capabilities and Resources (J5/8) from 2016-2017.
Prior to flag officer selection, Wettlaufer commanded USS John C Stennis (CVN 74), USS Denver (LPD 9) and the Dambusters of Strike Fighter Squadron ONE NINE FIVE (VFA-195). He deployed numerous times to the Atlantic and Pacific, Mediterranean Sea, Indian Ocean, and Arabian Gulf flying the A-6E Intruder from the deck of the USS America (CV 66), the FA-18C Hornet from USS Independence (CV 62) and USS Kitty Hawk (CV 63), and enjoyed multiple deployments in the Western Pacific aboard Denver.
In addition to flight training, his shore assignments included Commander 2nd Fleet as an aircraft carrier scheduler, test pilot and landing signals officer with Strike Aircraft Test Directorate at Naval Air Station Patuxent River, Maryland. Later, he was assigned to the Empire Test Pilots’ School as a fixed wing tutor and experimental test pilot on exchange with the Royal Navy in the United Kingdom. He was a Chief of Naval Operations Strategic Studies Group associate fellow (SSG XXI) and served in the Office of the Secretary of Defense as an analyst for the deputy assistant secretary of defense for European and NATO Policy.
Wettlaufer has 3,800 hours flying 50 different aircraft types and over 900 arrested landings on 14 carriers. In addition to ship suitability flight test, he is experienced in cockpit design, human-machine interface, simulation, advanced flight control and variable stability flight-control systems. He was privileged to conduct developmental Joint Strike Fighter (F-35B) flight control trials as part of an international team while underway aboard HMS Invincible in December 2000. He is entitled to wear the Navy Distinguished Service, Defense Superior Service, Legion of Merit (three awards), Distinguished Flying Cross (combat V), Defense Meritorious Service and Meritorious Service Medals, multiple Air Medals (combat V) and various other personal, unit and service awards.
Today, Wettlaufer serves as an advisor to Quadrant Nuclear Industries, a board director for U.S. Naval Sea Cadet Corps and Virginia Commercial Space Flight Authority, an angel investor, and advisor to several commercial startup enterprises as Principal at MW Insights, LLC.
Daniel P. Fata
Advisor
He has nearly three decades of experience working at the highest levels in Washington, D.C. as a Congressional leadership staffer in both the House and the Senate, a senior Pentagon official responsible for Europe/Russia/NATO, as an executive at a global strategic consulting firm, and as a Vice President with Lockheed Martin.
His expertise focuses on aerospace and defense, transatlantic security, emerging technologies, supply chain, and renewable energy. He is also a Senior Advisor (Non-Resident) at the Center for Strategic and International Studies (CSIS), and a Commissioner on the congressionally-mandated Afghanistan War Commission.
He received his B.A. with Honors in Political Science from UCONN in 1994 and a M.A. in International Relations from Boston University.
In 2024, he was awarded an Honorary Doctor of Laws from UCONN.
John H. Kechriotis
Advisor
John served as General Counsel for the Denver Public Schools from November 2006 through July 2013 as part of the school district's reform efforts led by (now, U.S. Senator) Michael F. Bennet. As General Counsel, John was the chief legal officer to the Board of Education and Superintendent, serving in the Michael F. Bennet and Thomas Boasberg school reform administrations.
Prior to serving as Denver Public Schools General Counsel, John was a partner at the law firm of Kennedy, Childs & Fogg, P.C where he practiced civil litigation with a focus on professional malpractice and commercial litigation defense (2000-2006). Prior to private practice, John was an Assistant State Attorney prosecuting criminal matters (1995–2000). John graduated from the University of Illinois in 1990 and the University of Denver, College of Law in 1994.
John also served as a Board Trustee to the Denver Public Schools Retirement System (DPSRS) from 2008-2009 and successfully transitioned the merger of DPSRS into the Colorado Public Employees Retirement System (Colorado PERA) in 2010. John has engaged in a variety of public service activities throughout his career, including service on advisory committees and boards. John’s positions of service have included the Board of Governors of the Colorado Bar Association, Co-Chairman of Denver Bar Association Education Committee, Board of Trustees for the Denver Children’s Advocacy Center, Board of Trustees for the Graland Country Day School, Board of Trustees for Compass Academy Charter School, and Board of Trustees for Prosperity Denver Fund.
Martha Mazzone

Marty is currently serving as General Counsel for the Milken Institute and COO of the Milken Center for Advancing the American Dream, responsible for developing a new cultural institution in the heart of Washington, D.C. The Milken Institute is a nonprofit, nonpartisan think tank focused on accelerating measurable progress on the path to a meaningful life. With a focus on financial, physical, mental, and environmental health, the Institute brings together the best ideas and innovative resourcing to tackle some of our most critical global issues. As COO of the Milken Center for Advancing the American Dream, my role is to oversee all design and construction, corporate operations, and all related legal matters.
Marty has decades of expertise in legal and business operations, strategy and planning, and technology development and management, with specialties in litigation, compliance and risk management. Former law firm partner. Roles in policy and management in government and non-profits.
Stephen Trautman, CBE
Consultant
During his early years at Naval Reactors, Mr. Trautman focused on the design, testing, maintenance, and procurement of various primary, secondary, and special-purpose propulsion plant equipment. Later, he was chosen to serve as a special assistant to the Program’s Deputy Director, handling foreign affairs matters and special programs, including efforts to gain access for U.S. nuclear-powered warships to foreign ports. In this capacity, he also served as the lead for the Program’s interaction with other U.S. Government agencies and the United Kingdom Ministry of Defense on topics concerning naval nuclear propulsion.
Mr. Trautman was selected as a Senior Executive Service member, to the position of Director, External Affairs, in January 2001. In that position, he was responsible for the Program’s Public and Foreign Affairs, as well as its physical, information, and personnel security efforts. He was selected to become the Deputy Director in 2006.
While a civil servant, Mr. Trautman received both the meritorious and distinguished Presidential rank awards. Mr. Trautman retired from federal service in October 2020. At his retirement he was awarded the Secretary of Energy Exceptional Service Award, the Department of the Navy Distinguished Public Servant Award and the NNSA Gold Medal. In 2021, he was awarded as an honorary Commander of the Order of the British Empire (CBE). In Nov 2022, Mr. Trautman was awarded the Distinguished Civilian award by the Naval Submarine League.
He holds a B.S. in nuclear engineering from the Pennsylvania State University. He is also a graduate of the Bettis Reactor Engineering School in Pittsburgh, Pennsylvania, a classified, post-graduate school sponsored by Naval Reactors.
Terry Todd
Consultant
He has collaborated nationally and internationally to address nuclear fuel cycle issues and nonproliferation and has supported strategic planning and independent review activities for the NNSA, NE and EM. He is currently a member of the French CEA Energy Division Strategic Advisory Board. Terry was selected as an INL Laboratory Fellow in 2008 and now holds the position of Emeritus Laboratory Fellow. He helped establish the Glenn T. Seaborg Institute at the INL and served as the inaugural Director of the Institute from 2017 until his retirement. Dr. Todd retired from the INL in 2021 and has been a consultant providing strategic, technical, and programmatic support to DOE and the private sector.
Terry has a Ph.D. in Chemical Engineering from the Khlopin Radium Institute in St. Petersburg, Russia and B.S. and M.S. degrees in Chemical Engineering from Montana State University. He is the author or co-author of over 220 technical papers, conference proceedings, and journal articles. He has 23 US patents and 6 Russian patents. He is a Fellow of the American Nuclear Society (ANS) and the American Institute of Chemical Engineers (AIChE). Terry has been recognized with an ANS Fuel Cycle Division Lifetime Achievement Award (2021), a Secretary of Energy Achievement Award (2014), the AIChE Robert E. Wilson Award (2011), an R&D 100 award (2006), INL Lifetime Achievement Award for Inventorship (2006, 2010), and the Glenn T. Seaborg Actinide Separations Award in 2005.

Alan Quasha
Founder | Director
Mr. Quasha is also an Investment Committee Member of Trilantic Capital Partners Fund IV and V, and a board member of Compagnie Financiere Richemont (SWISS: CFR.VX) SA. He also serves on the board of numerous other companies, including his roles as Chairman of Carret Asset Management, LLC and Chairman of Brean Capital, LLC. Mr. Quasha holds a Bachelor’s degree from Harvard College, an MBA from Harvard Business School, a Master of Law degree from New York University Law School, and a Doctorate of Law from the Harvard Law School.
Grant Quasha
Director
Mr. Quasha co-founded and served as Chairman and CEO of Eco Material Technologies from 2021 until its sale to CRH in 2025 for $2.15 billion. He led the transformational acquisition of Boral Resources, raising $800 million via private equity and the first-of-its-kind Green High Yield bonds. He was named the E&Y 2025 Entrepreneur of the Year for the Mountain West region and was a national finalist.
Prior to Eco Material, Mr. Quasha served as Chief Investment Officer for North America at GFG Alliance, where he built a steel company from inception to $1 billion in revenue and 1,500 employees through multiple acquisitions in the steel and wire rod industries. Earlier in his career, he was CEO of Paringa Resources, a publicly listed junior mining company, and Chief Commercial Officer of Wolverine Fuels. He began his career in investment banking at J.P. Morgan.
Mr. Quasha holds an MBA with Distinction from Harvard Business School and a BA in Government with Honors from Harvard College.

(TPH - NYSE), Lead Independent Director of The Empire State Realty Trust (ESRT – NYSE), Chairman of the Audit Committee of The Fairholme Funds (FAIRX), a member of the Advisory Board of Penta Group, Chairman of the Board of Acme-Hardesty, a specialty chemical distributor, Director of Quadrant Nuclear Industries, a nuclear fuel manufacturer, and Senior Advisor to Alvarez & Marsal.
From 1988 through 1992 he was the Managing Director of Commonwealth Capital Partners, L.P., a private equity investment firm.
From 1984 to 1988, Mr. Gilbert was the Founder and Managing General Partner of Chemical Venture Partners (now CCMP). Mr. Gilbert has over 50 years of experience in private equity investing, investment banking and law. Mr. Gilbert was admitted to the Massachusetts Bar in 1970 and practiced law at Goodwin Procter & Hoar in Boston, Massachusetts. He was an associate in corporate finance at Morgan Stanley & Co. from 1972 to 1976, a vice President of Wertheim & Co., Inc. from 1976 to 1978 and a Managing Director of E.F. Hutton International from 1978 to 1980.
Mr. Gilbert was recently Chairman of the Board of Dura Automotive Systems, Inc., the largest independent designer and manufacturer of automotive drive control systems, True Temper Sports, a manufacturer of golf shafts and precision sports equipment, Co-Chairman of Stone Tower Capital Partners, a Director of J. O. Hambro Capital Management Group, a founder and Director of the Asian Infrastructure Fund, Chairman of the Investment Committee of the Prostar Infrastructure Fund, a Director of the RREEF Global Infrastructure Fund, a Director of Water Pik, Inc., Chairman of CPM Holdings, a manufacturer of process equipment used for oilseed and processing and animal feed production, and Florida Food Products, Inc.

Mr. Gilbert is a member of the Writer’s Guild of America (East), the Council on Foreign Relations, the Global Agenda Council on Capital Flows of the World Economic Forum, the Golf Digest Course Ranking Panel, and is currently a member of the Board of Governors of the Lauder Institute and a Fellow of the Tribeca Disruptors Foundation. He received a B.A. from the Wharton School at the University of Pennsylvania (1967), a J.D. from the Harvard Law School (1970) and a M.B.A. from the Harvard Graduate School of Business (1972).
Eric White
Director
Mr. White is the Founder and Chief Executive Officer of Covault Resources and its affiliated investment funds and operating companies, where he focuses on building and scaling energy and technology-driven platforms. He has founded and successfully developed multiple companies, including Exero Well Integrity, Patriot Well Solutions, and US Ceramics, supporting operators and service providers across North America.
Over the course of his career, Mr. White has led and participated in assembling more than 500,000 net acres (approximately 2.5 million gross acres) and has contributed to the execution of several hundred horizontal wells across major U.S. resource basins, including the Bakken, Powder River Basin, DJ Basin, Permian Basin, and other key producing regions.
Mr. White currently serves on the Board of Directors of Exero Well Integrity, DUO Drill Pipe, and QNI Advanced Nuclear Solutions, where he supports strategic growth, capital formation, and commercialization initiatives. His experience spans operational leadership, investment strategy, and governance across both traditional and next-generation energy platforms.
He previously served as a board member of US Ceramics and Patriot Well Solutions.
John T. Preston
Director
Most of Mr. Preston’s career (30 years) was at the Massachusetts Institute of Technology, M.I.T., where he was the Director of Technology Development (and Licensing). In that capacity he was responsible for the commercialization of intellectual property developed at M.I.T. and oversaw activities that led to the creation of hundreds of new technology-based companies as well as the negotiation of thousands of licenses with existing companies. He also oversaw many complex negotiations including the creation of the U.S. standard for high-definition television, while representing M.I.T. on the HDTV Grand Alliance.
Mr. Preston was awarded the rank of “Knight of the Order of National Merit of France” by French President Mitterrand. He was awarded the “Hammer Award for Reinventing Government” by Vice President Gore. He is the recipient of numerous other awards and honors including the Thomas Jefferson Award, given to the leading American in technology transfer and the Renaissance Engineering and Science award from Stevens Institute of Technology. He testified before Congress on seven occasions as an expert in technology and advised the Clinton White House in preparation for the Kyoto Summit. He chaired meetings for President George H. W. Bush (announcing the President’s technology initiative) and King Charles (Prince of Wales Technology Awards). Mr. Preston is Honorary Alum of the Massachusetts Institute of Technology and received a B.S. in physics from the University of Wisconsin and a M.B.A. from Northwestern University.
